Then I'd like to suggest that you read our documentation related to
licensing,

and the articles linked from there.
In particular, every copyrightable file in your package (including files like
images) should have copyright and license notices; then, license notices in
your tarball currently declare 'GPLv2 or later', while your submission reads,
'GPLv3 or later', and the COPYING file in the tarball is a copy of the GPLv3.
This should be fixed.

We don't approve new packages on Savannah until they are in a publishing
state; before that, packages needn't hosting and may be unredistributable
(technically, proprietary).
