So far the reports of being blocked have come from mobile cell phone providers. My working theory and belief at this moment is that mobile cell providers often use CG-NAT extensively and this is mixing IPs of many subscribers together. I don't know of a list of known CG-NAT IPs. If you do please let me know as this would be useful information. In the meantime I working to improve the detection algorithm to hopefully work around this case.
