Are you sure you can't reach https://git.savannah.gnu.org/ ?
I can reach https://svn.savannah.gnu.org/ but not
https://svn.savannah.gnu.org/viewvc/ (429 Too Many Requests).
I can reach https://git.savannah.gnu.org/
https://cgit.git.savannah.gnu.org/cgit/ and I can browse a little, but I
often fall on "502 Bad Gateway" (for example
https://cgit.git.savannah.gnu.org/cgit/gift.git/tree/AUTHORS ).
