On the one hand, this sucks for the girls in those states, but on the other 
hand, I can't help but be amused by this. Granted, what Ted Leo does isn't as 
unique as the Arcade Fire, and indeed there's an element of "instant 
familiarity" with this, but you can hardly fault the guy on the execution, 
which is key.
I'm not a Win32 programmer, mind  you, but I've searched long and hard for 
things like what you describe and have never seen anything remotely close to
