This is the right question. I haven't checked the code, but at some
point there were some slightly tricky devices to respect the timeout:
launch the external program, return if it returns, but after N seconds
kill it and abort. We might have abandoned that feature, but we can
also keep it by isolating it, and making it available to scripts.
