Liquidsoap does not pass UTF-8 charset to Icecast for MP3 streams

Using Airtime 2.2.0 snapshot or earlier with Liquidsoap 1.0.1, streams with 
non-latin metadata show up garbled on the Icecast admin page - see 
http://dev.sourcefabric.org/browse/CC-2840

There is a manual workaround of setting <charset> in /etc/icecast2/icecast.xml 
but this requires shell access and is therefore unusable with Airtime Pro.

http://savonet.sourceforge.net/doc-svn/reference.html says that output.icecast 
takes care of this:

encoding (string - defaults to ""): Encoding used to send metadata. If empty, 
defaults to "UTF-8" for "http" protocol and "ISO-8859-1" for "icy" protocol.

However this default of UTF-8 does not seem to work for MP3 streams to Icecast 
when the string is empty.
