Matej Nastran has some issues with some of his files that contains big ID3
tag information, mainly because of included images.

The issue can be reproduced very simply by playing one of his files with
 liquidsoap.

Reading the ID3 specs [http://www.id3.org/id3v2.4.0-structure] it is very
simple to skip the ID3 tag in ocaml-mad before decoding the file.

If the file starts with "ID3" then the length of the tag is contained in
bytes 7-10, hence a fseek can position the file descriptor just after the
 tag.

The attached patch implements this, please let me know what you think
 about it.
