#169: Disable primary queue

It seems it could be interesting in some cases to disable primary queue in
request.equeue, even though this might be dangerous..
The attached patch change the feeding method. When the length parameter is
set to <= 0., then primary queue is not used. This is achieved by addind a
single new fetch before returning None in get_next_file.
