#227: output_reset resets inactive outputs..

When calling {{{output_reset}}} in {{{root.ml}}} for instance, this also
resets (and starts) sources that were not active, such as live relays.
I believe we could prevent this by adding a method [is_active] to call
before asking for a reset, and not perform the reset if it is not active.
I have implemented it. It turns out that it needs to be added for all
active operators. However, only real output are affected.
The patch is attached, let me know what you think.
