 Replying to [ticket:311 omeron]: 2009Oct18: Toots and I discovered that
 setting conservative to true stops the script from filling up the request
 queue, using all the RIDs. This stopped another problem I didn't mention:
 that dynamic requests would suddenly start lagging many hours behind. We
 thought it would fix the lockups, but it didn't, at least not entirely. I
 disabled metadata rewriting, leaving in transitions, and it locked up.
 However, when I disabled transitions and enabled metadata rewriting,
 whereas before it would lock, with conservative set to true it has run for
 a day and a half. It looks like we have several issues. Fixing the RID bug
 should happen anyway, and it may relate in some way to the lockups. It
 appears transitions cause it. Negative or insane remaining times may
 figure into this as well. I find it interesting that setting conservative
 to true stops the lockups with metadata rewriting.
