I have not understood, why there was this error, but suspect that on
icecast it is previous connection, which liquidsoap has been incorrectly
closed.
Connections refuse has possibly happened because of the raised consumption
of resources liquidsoap.
Earlier the previous version liquidsoap 0.9.0 was used and similar did not
occur, but there were other less critical problems.
