#367: shoutcast seems not to be able to handle utf8

i'm currently testing liquidsoap for a larger music archive project
(radio.publicdomainproject.org) where we stream parallel to icecast and
shoutcast servers.
i experienced a problem with umlauts in the meta data, it only affects the
shoutcast output, icecast is working fine. it seems to me, that shoutcast
is too old to support utf8 and the meta data send should be "converted" or
at least limited to ascii characters.
