(In [6172]) Added proper samplerate converter for liquidsoap:
* Created main audio decoder module
* Added Samplerate module, with native and samplerate implementations
* Used this implementation in Float_pcm and operators relying on it.
* Removed Configure.mli interface for samplerate.
* Default quality for libsamplerate is "zero_order_hold", which
is the fastest (liquidsoap needs real time processing) and
also what was implemented in native resampler.
* Added a more convenient process_alloc API to Samplerate
