(In [7355]) * Move back utils scripts to a naming scheme without 0x,
using the new path-relative inclusion
* Disable external decoders in win32: there is no support for a finer-
grained unix-like processing of external processes
* Added a os.type string to the liq language, to detect the os at runtime
