Hmmm..
If I got what you say correctly, I think it can be done by liquidsoap.
Indeed, if you compose a queue of request with another source and add
a request to the queue, then this request will be processed when the current 
song has finished.

Hence, you can put the songs as soon as they are "elected", knowing they will
be played as soon as it is possible.

I think this is what you mean by "correct time".
