It seemed simpler like that, I guess. That way, the track selection script is almost stateless: you don't have to remember that you need to send a given track next time because you sent its jingle; all you rely on is the times of last playout. Also, it avoids that the jingle is played and then the track fails (but note that the track can be played even if the jingle fails).
