No, it can not. But shoutcast can pull the icecast stream.
So you can do tracktor => icecast <= shoutcast if you don't need 
liquidsoap for something else. The trick is to use an alias on / for the 
port shoutcast will be relaying. Beware though that the new 
shoutcast.com policy makes it that you won't be listed if they can't 
reach the master... And they won't be able to if it's an icecast server 
on top ;)
