Yes, we've had troubles concerning this until recently. ocaml-faad
package is now waiting in debian's NEW queue for inclusion into debian
unstable. In the mean time you can get a copy of the package's sources
there:
  http://git.debian.org/?p=pkg-ocaml-maint/packages/ocaml-faad.git;a=summary

Ocaml-lame debian package does not exist because they cannot be
included in Debian (yet?).

Ocaml-faad package can be compiled from the package's file above.

Concerning ocaml-lame, you may install from source or create your own
