That is not a trivial request, especially if you record in
non-realtime (second question). I think you would need to have some
control over the encoded time. Actually that's an interesting feature
request: have the hability to check that time associated with a clock.

That is easy! In liquidsoap 0.9.3 you can use this setting:
  set("root.sync",false)
In recent liquidsoap you can use a clock with sync=false as described there:
