First, this might be a bug (we fixed stuff like that recently).
Liquidsoap should also completely exit after a shutdown(). It'd be
interesting to see the logs.

Now, for the main issue: if all you need is reloading a playlist, no
need to look into dynamic source creation and shutdown. I'll only
address this in this mail:

What do you mean by reloading the stream? It suffices to reload the
list of files of the current playlist() operator without changing it.
This is done via the <playlist_id>.reload server command. Be patient
when you experiment with this: there might be a one-or-two-songs lag
before the reload is taken into account, although I believe it should
be instantaneous with default settings and recent (beta) liquidsoap.
