Hi David,

I need to run two instances on the same machine, one instance acting as if
it were in one timezone  (a new one: Asia) and the other in the current
timezone (America). There is a +12 hr difference between the two.

Thus, in the new instance, 8h45 would be tied to Asia time, not EST/EDT  
time.
