well, i've listened to one recently, it was playing big chunks of the 
greatful dead archive there. but can't remember the address, i guess 
i've found it by chance. anyway it was a straight playlist i think,
not as elaborated as your idea.
a friend of mine runs frameworkradio.net from archive.org, it's
not a permanent stream but rather picked up by various stations (FM and 
online) around the world on a schedule. there's more, i'll let you know 
if i remember...

good luck! btw, i'm working on similar concepts, so, if you like, we 
can exchange where it fits. i'm growing a bunch of "agents" which go 
out and may come back with something that translates into a sound, 
based on IP-adresses, GPS-coordinates, text searches, twitter & other 
feeds, incoming phone calls, emails, uploads, mobile phone activities, 
current listeners, live input and so on... ;) 
all these sounds inject/modulate a random file-based stream, which 
then adjusts to this activity. i'm totally new to liquidsoap, but i 
think most of it will work based on request queues with different 
priorities. but not even sure if that's possible, have only tested
with pushing URIs to one queue... i'm learning... best, udo
