The correct expression is:

  output.icecast(%mp3(samplerate=44100,bitrate=128, stereo=false),
             host="ruralcatholicradio.com",
             port=8010,
             password="*******",
             mount="icmp3-128",
             name="Rural Catholic Radio",
             description="Classic Roman Catholic prayers, meditations, and music
- 128 kbps",
             genre="Christian, Catholic, Prayers, Music, Meditations,
Religious",
             public=true,

restart parameter has been replaced and generalized by on_error, which
returns a time after restart should be tried. The default value is a
function which returns 3., meaning that by default output.icecast
restarts after 3 seconds in case of errors.

If you want to disable restart, you can pass a function that returns a
negative value:
  output.icecast(..., on_error = {(-1.)} , ...)
