Vorbis encoding works in 3 distinct modes: * Quality-based * Variable bitrate-based * Fixed bitrate-based If you use quality setting then you do not have control over the resulting bitrate. If you use variable bitrate, you can only assume that bitrate falls into a given internal (max/min bitrate) > 5.
