I think this is what BBC Radio 1 does. They fall back to a studio webcam
when they have no music videos or live sessions to play, but even that
webcam is not always available. So I guess they have some way of dealing
with non-available video streams in their web CMS.

A nice touch is that the previous videos are then available to the web
CMS as library items for reuse, e.g:

http://www.bbc.co.uk/programmes/p015gyd4

so they must have some live video capture and segmentation system that
tops and tails an individual video clip with idents.
