In that case, I'm not sure why, if icecast transcodes for you, you need to
output to the 128k and 96k streams from liquidsoap. You only need to ouptut
one stream, and that means the stuff you're including in encode.liq is not
needed at all

As far as I can tell, all you would really need to do is something as
simple as the *Dynamic input with harbor* example at
http://savonet.sourceforge.net/doc-svn/cookbook.html

When you want to stream live, you stream to the liquidsoap harbor port
(localhost:8000/live in the example). When you stop streaming live, it will
fallback to the playlist, with a further fallback in case the playlist
breaks (the "emergency" input

Really, that is all you should need
