I think you are referring to what is known as compression. Compression
alters the dynamics (relative volumes) of audio. This makes the sound seem
'louder' and can make elements more clearer, such as the bass, as you
mentioned.

There are compression and limiter effects available with ladpsa plugins, I
believe.
