No it is not doing like that.

the Track which is currently running is played until the end. it
switches after the track is over and then starts with the next playlist.

This behavier is on the linux version and also on my windows testsystem.
(version 1.2)

I'm doing such similar for each hour and here is my protocolfile where
you can see it is working:

2016-04-18 06:56:23     INFO    [ADMINCGI sid=1] Title updated
2016-04-18 06:59:19     INFO    [ADMINCGI sid=1] Title updated
2016-04-18 07:02:34     INFO    [ADMINCGI sid=1] Title updated
2016-04-18 07:02:50     INFO    [ADMINCGI sid=1] Title updated
2016-04-18 07:03:08     INFO    [ADMINCGI sid=1] Title updated

The switch is done at 7:02 even when the switch itself in the
configuration is set to "7h"
