A long time ago I found trying to "shout" across the internet to be a very unreliable and error prone endeavoor. Ever since then, I have made it a point to do all of my "shouting" on my local network and let any remote servers that I need in my actual streaming to users plans get a copy of / pull / mirror the stream they need from my local stream server. This has always worked well for me and I have never felt the need to go back and see if I can make remote "shouting" reliable enough to be happy with it.
