I use this line to install opam 2 in one of my docker file, should
work regardless of your distribution:
  wget https://raw.githubusercontent.com/ocaml/opam/master/shell/install.sh
-O /tmp/install.sh && echo /usr/local/bin | sh /tmp/install.sh
