Reading it, I would say it is implicit. But based in other wm reports, it should had been declared clearly in the extesion docs (explicit). Anyhow, the code fails without composite too, the basic condition is title bar overlaps the bottom bar of another window (inner contents not overlapping, just frames do), but what starts with focus (coming from another desktop, eg), what is the "start" stacking order and maybe other detail that escapes me (it is not a clear "place windows this way, with this focus, this stacking and it happens 100%").
