The last release was done in Jul 2008. The ML archive is here, but it's quite inactive: http://osdir.com/ml/guile-gtk-general-gnu/ Feb 24 message [1] indicates that what can be called a "plan" for gtk+3 isn't there. It refers to "Zeeshan's guile-gir"[2], but it's a private project, and has been stale for half a year. Some schemes use native code, but I think it's better to have REPL, since it allows on-the-fly configuration with sawfish-client like stuff.
