Don't forget the INSIDERS (and the outsiders who can become insiders, such
as ex-employees who don't even have to work to figure out how to break
it)...  This is especially true of the election process, where everything
every step is a weak link -- from registration to ballot-face preparation to
voter authentication (if any) to voting to counting to recounting, with lots
of deep insiders and relative insiders.
