This message indicates that the poller had not found any instances of this role running on the farm and going to launch new instances. This is a common situation when you switch from one role to another. Instances are not replaced one-by-one. So to minimize downtime you should add a new role first, wait until all instances will come up, switch application to the new role, then terminate old instances.
