In fact a repeat attempt worked with no error, so just a random event I think.
It does appear that the create role process may a bit flakey when running more than one at a time - I twice started two in quick succession and the second failed with a message about snmptrap not running on both occasions. Once the first completed I restarted the second again and it is now bundling.
