Max,

MySQL data bundle process pid is stored in the
/var/run/scalr/mysql_data_bundle.pid file - you can login to your
instance and check whether this PID is dead/alive. If it is dead, you
can safely remove this .pid lock.
"Snapshot creation failed" error often occurs after you have deleted
the system user (debian-sys-maint) used to get replication status from
the instance (this may happen when you import the full database and
override mysql/user table).

If you ever encounter this error again - feel free to create a ticket
in the http://support.scalr.net and we'll check.
