Sanait,

I have OpenStack, but I don't have it exposed to Scalr.  I wonder what you 
see when you look in the keystone logs files?  

And the error says "Unable to determine ip" which to mean means that it 
cannot find the IP of the openstack endpoint.  Not sure why.  Sorry I 
cannot be more help.
