Risk,

You should be able to set the timezone at the Farm level in the General 
tab, but maybe you aren't a Farm Designer.  If you cannot, then I think you 
can expect poor results trying to use time-based scaling.

I will add a couple of extra hints... 

   1. maybe check your minimum and maximum instance values.  If you write a 
   schedule that says you want 2 servers after Lunch, but your Max Instances 
   are set to 1 it will not scale to 2.
   2. Maybe without a timezone it defaults to Greenwich mean time.  (+/- 0 
   hours)
   3. Also, be a bit patient.  Sometimes it takes a few minutes for the 
   event to trigger

Can you see log files?  If not, get that Farm Designer to set you up with a 
proper timezone
