Darius, I'm not that familiar with Rackconnect, but it looks like it's a Rackspace offering with it's own API.... meaning.... not an OpenStack-based API that includes a keystone server, but something new and different.
Scalr would certainly work with an OpenStack APIs. What are you trying to accomplish? It looks like you want a scalable set of dedicated hosts. Am I right?
