I just ran into the same issue.  Followed install instructions on this 
page: 
https://scalr-wiki.atlassian.net/wiki/display/docs/Installation+and+Upgrade+Instructions
 
and see the exact same behavior.  And I can't see anything in the logs at  

/opt/scalr-server/var/log location.


Any advise on how to get past this stage?
