Oke, Found out what the problem was...
So I was testing/playing with scalr an set it up in our "sandbox vpc" where 
the machine is not allowed to connect outside the vpc.

The sandbox is in the "older" zone, so that why i could reach the that 
cloudstack and not the newer one (different zone)
