The OVAL definition's id is not the same as the filename.  You'll need
to fix this.  I suspect this is a problem elsewhere, too.  I think I
will need to add some sort of checking to the make process to enforce
some discipline in this matter, which has been a consistent problem.

I think that you may need to check all the recent work you've done to
ensure that this is consistent, just in case I missed any cases (and I
almost certainly did).  The script utils/verify-input-sanity.py was
designed to check for this. However, I suspect it is in need of a
rework.
