It is currently waiting for something to happen. Scott & I were the two mainly responsible for it: if I recall correctly, I designed & wrote up the general process, and Scott did the voting protocol; he also wrote the motivation section. The process is pretty much done. Now a site must be built, maintainers must be chosen, and the document format must be agreed upon before the process can be set to work. Also, *most* importantly, of course, the process needs a name. The New Economic Policy may not be best to draw an acronym from, and it probably ought to incorporate Scheme somewhere, too...
