The text has a "Note" about include operating on source files, and implementations can operate on other kinds of files. This does not make sense.
This text came from the documentation for "load", and in that context it is sensible to separately compile files. However `include' provides for textual, lexical inclusion, not just linking, effectively compiling a number of files together. In that context the "note" is out of place.
