I have a hunch that you have to find something like "setuptools = 0.6c9" in your versions.cfg or buildout.cfg file and remove it.
Ok. Looked now: http://ftp.schooltool.org/schooltool/1.2/versions.cfg has setuptools = 0.6c9 in it. you will have to override it in buildout.cfg by adding: [versions] setuptools = 0.6c11 buildout always tries to get the latest version of setuptools, and when they do - they load it. After that - buildout can't install the older setuptools version because of a version conflict. Hope that helps.
