Gediminas: I merged Justas's fix for the skill events and added two tests: one for updating skillsets/skills through the UI and one for doing it through the importer.
One thing I still haven't tested is updating using multiple years. I'm also not sure how we should handle project skills when the tree is updated. Anyway, I think we can release now.
