We are going to revisit Intervention this year, split it apart into goals and messages, and integrate those pieces much more with the rest of the application. Messages will become more generic (not limited to the context of interventions) and also a bit smarter, for example, you'll have a notifier on the page that you have new messages. Sending messages to an entire group should be possible at that point. Adding attachments to that should be pretty easy as well.
