This looks like a neat innovation. I think what would help is if you could flag tests that *must pass* before a commit is made, and tests that aren't yet expected to pass. That way, you can continually add to the test suite and pass the pingpong ball across the net. When someone satisfies a test, they mark it as "must pass" and that means it should always pass before a new commit is made.
