Plone has no plans at this time to fully implement Zope 3. They are working on "Five" which gives "the best of both worlds."
"Five" means including the whole of Zope 3 in (e.g.) Plone (or in another Zope 2-based application). This is a sketch, not meant to be taken literally: .../site-instance/Zope2 .../site-instance/Zope3 .../site-instance/Plone .../site-instance/Plone-Addon-Products Plone itself uses Zope 2 and (some of) Zope 3. Fully Zope 3-based products have the whole of Zope 3 at their disposal. A compatibility layer of some sort will be necessary to integrate such a product within the Plone UI.
