Walking through the interface, I'm thinking the place we need to make clear the distinction between contact info for the person himself and contact info for people related to the person, is (duh!) on the contact management page.
Perhaps a fieldset above the current forms that says something like "Contact information for the student him or herself" And then "Contact information for adults responsible for the student" above the current stuff.
